Taken out of context it seems to be preaching salvation to the world. Read Rom.10:1-4 to get “context” and see Paul is speaking “ABOUT”-[not to, but ABOUT] the Nation of Israel and not unsaved Gentiles.
Rom.10.1-4 KJV
1. Brethren-[fellow Jews] my heart’s desire and prayer to God for-[Israel] is, that they-[Israel] might be saved.
2. For I bear them-[Israel] record that they-[Israel] have a zeal of God, but not according to knowledge.
3. For they-[Israel] being ignorant of God’s righteousness, and going about to establish their-[Israel’s] own righteousness, have not submitted themselves-[Israels] unto the righteousness of God.
4. For Christ is the end of the law-[for Israel] for righteousness to every one that believeth.
5. For Moses describeth the righteousness which is of the law, That the man-[Jew] which doeth those things shall live by the mans Chapter 10.1-4

The only *salvation gospel* for us today was revealed to Paul personally by Jesus! No in-between men involved.
Galatians 1: 11-12
11. But I certify you, brethren, that *the gospel* which was preached of me is *NOT AFTER MAN.*
12. For *I neither received it of man* neither was I taught it, but *by the revelation of Jesus Christ.*

Paul clearly states the *Gospel of Christ’s message content* has the ability to save everyone who will have faith in the message.
Romans 1.16
“For I am not ashamed of the *Gospel of Christ* because it is *the power of God that brings salvation* to everyone who believes…”
Paul WARNS that anyone, even an angle or even himself dare to alter or change the gospel for salvation risks *eternal punishment*
Galatians 1:8-9
8 But though we, or an angel from heaven, *preach any other gospel unto you* than that which we have preached unto you, let him be accursed-(damned.)
9 As we said before, so say I now again, if any man preach any other gospel unto you than that ye have received, let him be accursed-(damned.)
Paul, tell us this *Gospel of Christ* that saves everyone who will believe it’s content.
Paul reveals the gospel in the most concise terms as found any where in the scriptures the gospel message we *must* place our trust in to be saved.

1Cor.15.1-4 “I declare unto you *THE GOSPEL* which I preached unto you, which also ye have received, and wherein ye stand; **BY WHICH ALSO YE ARE SAVED** … that *Christ died for our sins* according to the scriptures; And that *he was buried* and that *he rose again* the third day according to the scriptures:”
Thus one’s salvation may only be received by *faith Jesus died to pay for your sins and rose from the tomb to gift you with eternal life.*
